Terry Bequette is Vermont’s State HIT Coordinator for all aspects of Healthcare Information Technology and Exchange pertaining to the HITECH Act. As such he manages the State’s relationship with the Office of the National Coordinator (ONC) including grant management for the Cooperative Agreement Grant, and coordinates the State’s efforts for Health Information Exchange expansion, interoperability, and Meaningful Use of Electronic Health Record technology. He also manages HITECH-related projects funded through the Centers for Medicare and Medicaid Services (CMS), including development of the State Medicaid HIT Plan and directing Vermont’s Medicaid Electronic Health Record Incentive Payment program. Terry has career experience as a CIO in a large municipal electric and water utility (Eugene, OR); a CIO for the City of Corvallis; OR, a Director of Technology for the Financial Printing Group of RR Donnelley & Sons Company; VP of Operations for a Cable Television company in Rockford IL; and telephone industry R&D and management with Bell Laboratories and Illinois Bell. Terry received his undergraduate degree in Engineering from the University of Illinois (Urbana-Champaign), and a Master’s Degree in Operations Research from Columbia University in New York City.
