Julie Boughn is a Senior Director at Audacious Inquiry, LLC, a Maryland-based health information policy and technology company. Julie has more than 30 years of experience in the operations, data and information technologies that support health care and social service programs. She is a subject matter expert in program management, large-scale operations, health care payment operations, business process design, and the development and implementation of large scale information technology. She has served in several senior leadership positions at the Centers for Medicare and Medicaid Services (CMS), including: Deputy Director of the Center for Medicaid and CHIP Services, Deputy Director for the Center for Medicare and Medicaid Innovation (CMMI) and as the agency’s Chief Information Officer. In these roles, she led both policy development and program implementation, including the design and implementation of Advanced Payment Models such as Pioneer Accountable Care Organizations, modernized eligibility systems in state Medicaid programs, and the implementation of the Medicare Part D program. She has overseen information and security programs, and multi-billion dollar technology investment portfolios.
