Developing a Successful and Cost-Effective State-Based Alternative to the Federally Facilitated Marketplace
The Silver State Health Insurance Exchange began life as a State-Based Marketplace, managing both operations and exchange-related technology. In the course of dealing with operational problems and in an attempt to resolve a critical issue – the nearly complete failure of the technology developed by its contractor – the Exchange Board decided to abandon its dysfunctional system and adopt the federal application and enrollment platform (Healthcare.gov). With this decision, the Silver State Health Insurance Exchange became a never before contemplated hybrid – a state managed marketplace utilizing federal infrastructure.
