Pamela Lane

Pamela L. Lane, MS, RHIA, CPHIMS is the current Deputy Secretary, Health Information Exchange for California Health and Human Service Agency.  She is responsible for development of California’s trust environment to enable electronic care data availability for Californians, whenever and wherever care is needed.  She was previously, Vice President, Health Informatics for the California Hospital Association.  She has over two decades of experience in health information management and hospital operations – leading system selection teams and redesigning workflow processes to optimize best practice experiences in revenue cycle and health information management.  She is a veteran of the U.S. Navy, having served as both a care provider (hospital corpsman) and a commissioned Line Officer.  Pam remains active in issues specific to veterans’ health and military family support.

Clinical, Business and IT leaders from organizations across the country are now mobilizing their organizations to participate in ACOs and/or seeking to be effective partners for payers in value based purchasing programs. ACOs, Health Systems, Medical Groups and Payers from across the country to discuss the practical steps that need to be taken to implement the clinical, financial and administrative systems required to succeed in an Accountable Care setting.

Fairview Health Services, a 10 hospital system was selected to participate in CMS Pioneer ACO Program in December 2011, although it has pursued the ACO model through it’s Fairview Health Network for the past few years, having signed a performance based contract with Medica in 2009 and having subseqantly pursued similar agreements with other major payers. Approximately 363 providers from 46 Fairview Health sites are participating in the Pioneer ACO, which includes more than 19,000 Medicare Beneficiaries.

In this session Dr Burstin will focus on the quality measurement enterprise and provide a high level perspective on the evolution of quality measurement. Focusing on the intersection of EHRs and Health Information Exchanges with performance measurement and improvement, Dr Burstin will also discuss the importance of collaboration between the public and private sectors in terms of alignment and around measures and implementation practices.
