Dawn is the Director of the Office of the State Coordinator for HIT and Maine’s Health Information Technology Meaningful Use program. She leads the State’s Legal Work Group which which recently produced what is likely the only comprehensive document of laws based on type of data (PHI, Behavior Health, Substance Abuse, etc.) by use (Treatment, Payment and Operations, Research, Marketing, etc.). Dawn has 25 years’ experience in management at the Internal Revenue Service, labor relations at HUD, and Deputy Commissioner and Commissioner of State of Maine departments. Dawn has completed masters work in interest based negotiations at MIT, the state executive program at the Kennedy School of Government at Harvard, and a law degree. She is an adjunct professor teaching administrative law, a private law practice helping veterans and folks with legal issues, chair of the local School Board, antique’s dealer and an interest in vintage race cars.
